Hi there!

I'm sorry for the inconvenience and delay.
Unfortunately, Drowzee and Hypno are not able to learn Belly Drum in generation 7 but only in generation 3 as an event move.
I hope this clarified your doubts.

but in poke showdown for example and other competetive games it can be used in any gen afterwards too

is event move a reason to not add in game? :c why legendarys have event tutor in alph ruins but not hypno :C

I cannot guarantee when it will be added as this is more sort of a suggestion than a scripting error.
Furthermore, there are other Pokemon that can only learn certain moves through events.
