you should have caught data of all the evolution of eevee (umbreon,leafeon,glaceon,espeon,sylveon,flareon,jolteon,vapareon) on than you can battle him

I have moved your thread over to General Support since it was not a suggestion, those are when you are interested into making a game suggestion. Make sure to use the General support section or the Bug Resolution Center for such issues in the future. 

 

As mentioned by Siez, you are required to obtain all the eevolutions caught data in order to challenge Xylos. Looking at your pokedex it looks like you are missing the caught data of Flareon.
