I think it is bugged cause I had raise its level to 99, gave him berrys for redistribute the iv (or ev?), figth with him to grow iv, walk everywere with him and he have soothe bell with him too and his happiness is at the same place, don´t grow up. And i can´t do it evolve... 

Any solution, please?

Hey there!

I'm sorry for the inconvenience.
Currently the evolutions which require happiness are bugged.
Please follow the procedure to evolve the Pokemon:
1. Faint the Pokemon

2. Restart the client

3. Heal the Pokemon
4. Level up or use a mysterious candy

Ty, i did it but I didn´t dare to up level to my riolu cause it is at 99. So, if i grow its last level, it will evolve?

Yes. Either way, you can evolve it as well with a mysterious candy when it hits level 100.
