You are probably missing some requirement then, did you check them on the guide?

As we have checked, you have already beaten all Sinnoh Badges. You should be able to access Sinnoh through any Port City (Vermilion, Olivine, Lilycove) by paying 5000 pokedollars. Let me know if this has resolved your issue.
