I've been trying to get ice shard for my Weavile but I can't find where to buy it on any tm/hm guide. I saw a post that recommended ice shard on Weavile as its slash move which leads me to believe it's obtainable so I figured I'd ask here.

You can teach Weavile Ice Shard through a Egg move tutor which are found in any of the Daycare centers (i.e route 5 in Kanto).

Take a look at this guide, it will help you unlock it if you have the needed prerequisites for starting it.
