Hello @Reaper0112. Apologies for the late response.

 

For Raikou to spawn from the Guardian, you will need to defeat the Guardian while having the Zap Bell in your inventory. If you do not have the bell, then there is no chance for Raikou to spawn.

You can receive the bell by meeting the requirements outlined here.

Finally, George boss unlocks after completing the Legendary Event Moves quest, which comes after capturing one of the Legendary Beasts.
