For clarity sake, you are using the Mysterious Candy directly from your inventory and then selecting Budew, correct? Also, can you share how much happiness your Budew has (preferably with a picture). To get a numerical value of your Pokémon's happiness, use the command /happy followed directly by the party position of the Pokémon you want to check. For example, /happy 1 for the Gligar in the picture above. Finally, as Arnabh123 mentioned, try fainting your Budew to lower its happiness, then max it out, and then try the Mysterious Candy once more. If that does not work, please let me know.
