You must defeat boss Naero in cerulean cave B1F first, then you can enter the daycare centers.

Hello @Progameruluhalo. Apologies for the late response.

 

As mentioned by Alexandrian, you'll first need to defeat the Naero boss in any difficulty inside Cerulean Cave B1F. Afterwards, every daycare will open up to you.

If you have already done this and still do not have access to the daycares, please let me know.
