The pic I encountered level 100 in random rank and my pokemon level 82.Normally you will encounter pokemon below level 88 This is my first time seeing this bug and it's not fair.

Pretty sure thats how its meant to be, delibird is level 100 on showdown randbats aswell iirc

Thank you for taking time to make this report.

This is intentionally done because many Pokémon are far too weak to compete with others, so having them at level 100 gives these Pokémon a better chance at being viable in Random Ranked PvP. Delibird is one of these Pokémon.
