Its unlikely a bug. It runs from you if you dont have a pokemon with the ability Shadow Tag in your party. If you dont have one in your party make sure to get one first before interacting with the Articuno. You can talk to the Slowking at Shamouti Island to go back, once you left.

You can go back the Island with Articuno by talking the Slowking at Shamouti Island, then search the whole island for Articuno. It can be in different locations of the island now so search ahead.
