Can you send a screenshot of where you are looking for the articuno ? Do keep in mind that it can be in a different location than the first time you encountered it on (it will still be on the same island) 

 

If there is nothing bugged we cannot just "put" anything there, make sure you looked everywhere and that you are in the right spot.

You can take a screenshot by either using the capture tool  or by using the print screen button and pasting it here. If you're on mobile it's usually one of the volume button while pressing the power button at the same time.
