If your Xatu's lvl was equal or below to Electrike's one, then it's the correct interaction. Being above its lvl will deny the Roar. Assuming you're using your level 37 Timid Xatu, there is a possibility it was lower level than the wild Electrike that can spawn between 34 and 38, which would cause Roar to end the battle.
