I just got roared by the electrike in vulcan forest but it usually doesn't work.The situatuin is I use xatu lead and using ominous wind.

If your Xatu's lvl was equal or below to Electrike's one, then it's the correct interaction. Being above its lvl will deny the Roar.

I think that’s the reason tks.Don’t know the interaction.

The explanation given by Fafouney is correct. Assuming you're using your level 37 Timid Xatu, there is a possibility it was lower level than the wild Electrike that can spawn between 34 and 38, which would cause Roar to end the battle.
