Hello @Granxx. My apologies for the late response.

 

The Twin Dragon Orbs are used to enter the Dungeon in Crater Town. The Dungeon is a co-op activity, whereby a player can earn themselves the chance to capture Victini, should they clear the requirements to do so. 
Keep in mind that only the party leader must have the Twin Dragons Orbs for the party to be able to enter the Dungeon.
