Kyreum Quest issues

So I tried following the guide I found on the forums to go after Kyreum but there hasn't been a post in awhile so I don't know if it's out of date. https://pokemonrevolution.net/forum/topic/142179-kyurem-quest-guide/

 

First of all, there is no old lady in the shown spot outside the pkm center to start the quest. Then, when I go to the island with Sailor Johnny, I have a Garchomp that knows surf but it will not allow me out into the water. Also after trying it just leaves me stuck and I can't move unless I sign out and back in where I find myself back in the Eumi pkm center. I'm not sure if that's a separate issue or not. 

 

But this trouble is preventing me pursuing Kyreum. I am the champion on all four regions and I even tried it with 3 dark pkm in my team even though I'm not even at that part of the quest yet.

Hello @Forsythia98. My apologies for the inconvenience.

 

The Old Lady NPC that begins the quest was relocated to Eindoak Town. You can reach Eindoak Town by going south from where you are in the picture you attached(Eindoak Waterway). 
After speaking with the Old Lady and then Sailor Johnny you should be able to proceed with your Garchomp.
