24307 B29 - Talk to the man below the stairs for a 200k Litwick (if you can afford it, you rich son of a gun).

I bought it because his friend in B26 told me, that I would get a very special item, if I bought the Litwick from his friend in B29. This is what he had to say when I wanted to claim my reward:
