Ok, I just reset my computer, and the patch thing (the charizard), just resolve the problem

once I rebooted my pc... I ran PRO as Admin and the patch succeeded... 

 

Previous time I forgot to run as Admin and even though I accepted the UAC request... it kept flashing a waiting for UAC notice... so the first run after reboot must be as administrator for it to succeed
