Wrong place - please refer to NPC bugs

First and foremost I'd like to say Merry Christmas!

 

I'm having issues with the HM Fly quest, I've been following many YT guides, and also the guides that were posted on the forums about this quest... This brother hasn't spawned for me anywhere, I've gone back and spoken to the subway manager and respoke to Yorkie and all he says is "I have no idea where my brother is, but he would never leave Kanto, so I guess that's a start..."

 

I've been to the Victory Road, 1,2,3 heights & checked all. 

 

I've been to the pokemart's (all of them just to make sure)

 

I've also been to the power plant (not route 10). 

 

Diglets cave was a ghost town.

 

Please can I get some assistance please as this really is frustrating.

It seems the guides you used weren’t complete since there are 5 possible locations Yorkie’s Brother can spawn in, not only 4. 
The fifth location is Route 21. He should be there on a small island.

Secondly, I'm very sorry but I did also try Route 21 on the island, I forgot to mention it on the main thread.

Checked all guides pretty much, I've been to all the places with no luck.

 

Please don't make me go back to them all 😞

We need some sort of proof that the NPC is not where it's supposed to be, so we don't waste time blindly looking for a bug that may very well not exist. It could be the case that you just didn't notice the NPC.
