At first I completed james quest then I didn’t choose nature rr instead i clicked for a better reward, then i went to complete salamance mega quest(I dont have mega bracelet) after completing  the quest i went back to james in the cave to clam the iv reroll, the dialogues were all fine but I didn’t received iv reroll, i tried to go to psyduck fan n talk but didn’t receive anything either.

 

Same issue here. 

Try talk to James (right side of checkboard behind pink tree). It solved it for me.

Hey i am sorry it was my bad, I thought we receive iv rr ticket, the dialogue from psyduck fan says “which legendary pokemon’s IVs would you like to reroll?” But i dont own any legendary yet so is it possible to use it during next year valentines event ? Or any way to convert it into ticket.

You cannot convert it into an item, but you can save it for next year.
