no, you either switch servers because they have different saves or you make a new account

You can switch server or just create a new account. It's impossible to restart.

As the other players have stated, you are not able to reset your progress. You can either start over by playing on the other server (Red) or by creating a new account.

 

FYI - You're able to catch all of the Kanto starter Pokemon in the wild during your journey.
