Have you triggered the quest by attempting to enter Eumi Island Theme Park? The receptionist should stop you from entering, which triggers the beginning of the quest. 
If you haven’t done so, please try that and then return to New Mauville. 

i already talk with 3 boy in lilycove. then come back in New Mauville, but them doesnt appear

Please try going to Eumi Island Theme Park 1 and the receptionist should stop you and commence the quest. The screenshots you posted are not where I asked you about.
