As the other user mentioned, not all of the Pokemon have been updated to their current (Gen 6) learn sets.

 

The goal is to update all Pokemon in due time, but this is tedious work and takes time.

 

For future reference, please use the in-game Pokedex to see when your Pokemon will be able to learn their moves.
