Alright, I see where the confusion is.

 

Kanto Pokémon refers to the Pokémon native to the Kanto region. This would be the first 150 Pokémon in the PokéDex. 
Even though a Pokémon was caught in the Kanto region, that would not make it a native Kanto Pokémon. For example, Smeargle is native to the Johto region, so it would count towards the Johto PokéDex, even if caught within Kanto.

I get what you mean. A Pokémon being caught in Kanto does not equate to it being a Kanto native Pokémon.

Using the same example as before, if you catch a Smeargle in Kanto, it will still count towards the Johto dex because it is a Johto Pokémon. Likewise, if you catch a Ponyta in Sinnoh, it will still count towards the Kanto dex because it is originally from Kanto.
