To answer your specific question... the Tree Axe allows you to cut trees outside of battle without being forced to keep a Pokemon that knows the move on your team. The Pick Axe is the same, except for ROCK SMASH. In order to use these tools, you have to first acquire the HM for cut and the TM for Rock Smash.
