Please check the exampel given in the rule to understand it better. Since Cyan got an offer at 6:25PM GMT+0, and the original end point was 6:26PM GMT+0, the auction was delayed to 6:40PM GMT+0, and so on. The last valid bid was from Manikandaravi, with a 450k bid at 6:42PM GMT+0, so the end point was extended to 6:57PM. None else bidded between 6:42PM and 6:57PM GMT+0, so he was winner.
