Similarly there is a path to the north of Vermilion City Library..... Both of these paths are no longer accessible because the areas they lead to are old event areas that we no longer use/were remade and moved elsewhere. There's no quest or requirement that unlocks these areas. Simply not accessibly by anyone. Hope that clears things up. If you have more questions, please let me know.
