The guard at the train station tells me that i'm not experienced enough to go to Trainers Valley however I've done everything needed. I beat red , got 38 evolutions, Subway quest done and 120 Kanto Pokemon caught data. From what I can check, you should meet the requirements. Check if Red is still ontop of Mt Silver too.
