i just cleared the rocket hideout in saffron city, then went to seafoam, but the arena there is closed and now i dont know where to go anymore ;(

anyone knows what to do next?

Here is your step

Lavender town (ghost tower) -> go down met snorlax -> go ahead to fushia city (surf in safari zone 3 in house) -> go back celedon (buy lemon on top celedon vending machine) -> go to saffon city...

After you completed the Silph Co. storyline in Saffron, did you defeat Sabrina, the Saffron Gym Leader?

 

If so, your next step would be to go back to Fuchsia, surf down and to the left, travel through Seafoam Islands, and arrive at Cinnabar. Once at Cinnabar, you'll need to enter the Cinnabar Mansion to find the key to unlock the Cinnabar Gym.
