missing exp share from NPC character (Elm's Aide in Johto region)

Hello,

 

I had an exp share I acquired in Kanto, but it didn't transfer over to Johto region. I tried to acquire one in Johto region from National Park Stop House 1 but the aide didn't give me one. Can someone please help?
