There is a thread which acknowledges all broken abilities and moves, if I can find it I will update this post. EDIT: Here is the list of bugged moves. I can't find one which addresses bugged abilities. Synchronize is I think one of the very select few that work out of combat to, in fact you can even use it on Pokemon you get from serten NPCs.
