Porygon -> cinnabar island lab, after beating kanto elite four.

You can't catch legendaries, you just need to fight them. You'll be able to catch mew aftr 351h in game and after a quest and being kanto eand johto champion.

About dragon membership 200k, yes it worth. Why?

It a part of quest for access cerulean cave and catch mew. And at the moment cerulean cave is the best spot for you grind level up in PRO, also you need beat boss in here for access egg move tutor, best place for grind money too, some specific pokemon in here (check game data in game guide for more information). It worth, but it is your choice by the way :Smile:

you need to evolve at least 71 pokemon on your own,for celebi you need 120 evolved so i suggest to do most of them on your own.
