So I wonder if you can create another account to serve as a kind of bank and negotiate with it, and some friends said that negotiating with an account with the same IP is prohibited.

I would have to ask someone who does not have the same IP I get the account ? Or I can deal with myself ?

And if that is not possible, I can have more than one person playing PRO in my home or just me and my IP on the server? Already grateful

To answer your question a little more directly... yes, you are allowed to use an account as a bank, but make sure that you're following the rule that Windy pointed out.
