Hi my account Darksavage35 has beaten all the pre-requisite's to catch the legendary dogs and its been multiple months this bug occurred, just only now am reporting it. I made a post august 1st and other posts have been answered. You can see in the posts, I have seen data, I have hours, i beat jackson and karate master, I even beat Red. I BEAT all 3 dogs, the bug is with entei, he won't despawn and it says I cannot fight him. How do I progress.

Hi. Thank you for contacting us about your issue.

Did you make sure to get a Bell after defeating Jackson? From what I have seen, you are now at the step of going back to the Bell Tower and  choosing one Bell (which will be associated to the first Legendary Dog you'll be able to encounter and catch). Once you have done that, your next step would then be to go battle the respective Guardian Boss depending on which Bell you chose (Raikou Guardian if you took Zap bell, Suicune Guardian for Water bell and Entei Guardian for Lava bell).

Now, this is important: After defeating the appropriate Guardian, you only have a chance of the Legendary Dog spawning after the win. It is unfortunately possible you may have to defeat the Guardian two or three times before the Legendary Dog spawns and you can catch it. Nevertheless, it will eventually spawn in the same location where you'll defeat the Guardian eventually. You will then have a chance to go grab a sync and a False Swipe Pokémon if you want.

And to confirm I do not have any of the 3 bells currently. I also fully understand the process of getting the dogs, I have all 3 on my main, just it's locked on this account

Are you sure you get data from encounter and not a boss? 

I showed the photos of the empty spots for the dogs. There is nothing to see there which implies i must have beaten them some other time. The ONLY dog that remains is Entei and I showed a photo of what it says when I interact. @Mysticwind

Could you send back a screenshot of you interacting with Entei, please? Because indeed if you have defeated Suicune in Tohjo Falls and Raikou in MT.Silver already, Entei's the last one you must defeat in the Johto Safari's Mountain Zone.
