Talk to Oak's PC in Pallet Town. If nothing happens, then go find the legendary dogs again where you fought them in Johto.

yay mee!! ^^ I went to Oaks's lab in Palet Town and his pc kept saying "everything is OK", but a did what you said me and go to the places where I fought against the dogs first time. Entei wasnt in the Safari, Raikou wasnt in Mt.Silver, but Suicune was in Tohjo Falls, so I fought against him again...

That solved the issue, I can meet Ho-Oh now! ;)
