my togepi Not evolved y lost Battle to down 250 Happy and level Up with npc / last with savage Pokemon and last with milk friend and no evolved. I close my client for 3 hours and Lost Happy 7/8 times . 

Have you tried using a mysterious candy? 

Restart your client completely and try again to remove/put happiness back.

Hello there @Pepemelenas I would advise making your Togepi faint to lose happiness, restarting your client and then maxxing its happiness again. It can take a couple of attempts and can be a little frustrating, but this method usually works. I apologize for this inconvenience.

I speak on dc in support and i close my client, remové happynes 7/8 times level un with npc Next level Up with savage Pokémons Next level Up with npc house 5 cerulean. I close my client during 3 hours and not evolved 

Now i Lost the Battle put toge on pc close client and restart my mobile, my mobile actualice versión android xD open Revolution pick the toge and give milk friend to Up 255 happiness and not evolved

A few things. First off, just to be sure, is the Togepi holding an Everstone? It doesn't appear to be from your screenshot. Recently, a similar case was able to evolve a Pokemon in this way by losing happiness, restarting the client then feeding their Pokemon some Berries to raise the happiness back to 255. Could you try this out and let me know how it goes?

Shoote bell item in picture. I restart the client de Happynes and never evolved. 

Since you mentioned you are playing on mobile, could you try going into the Application settings, selecting PRO and the selecting the Force Stop option? The game may not be closing and resetting properly depending on your device and I believe this is what is stopping the evolution from triggering.
