Hello @Kjumaster.

 

The requirements for the Heatran quest have been recently changed. The requirements now are as follows

  • Sinnoh Champion
  • Caught data for all Sinnoh Pokémon, except the Legendary Pokémon

You are currently missing about half of the caught data for Sinnoh, which is what is preventing you from starting the Heatran quest.
