I see you have now unlocked the electric barrier that was to the east of your original post's screenshot, good deal! The next steps are going to be to battle the 4 new Team Magma and Aqua that are available. The Team Aqua member that follow the barrier that was originally still up is the 1st one. Once you defeat all 4 of the newly available trainers then the electric barrier allowing you to continue North will no longer block you.
