Bug in unlock hoeen teleport service

So i was fighting the aqua grunt in the new mauville 
But after defeating the grunt it does not dissapear as i see in the guide i follow is there a bug or is it change somehow?
or is there any requirement i dont know of
please staff solve this issue

I apologize for the issues that you are experiencing. The Aqua Grunt in your provided screenshot does not disappear.

Instead you are going to go west and fight the next Aqua Grunt who will reveal the location of the remote-control key to continue progression.
