Must have Johto Championship (acquired through defeating the Johto Elite 4) Must have 149 Kanto Seen Data to acquire the Dragon Medallion. A deeper look at the Cerulean Cave Quest can be found here. Have you acquired the Dragon Medallion? Specifically what portion of the quest are you currently unable to do. I look forward to your response.
