And as stated here and screen I provided behind, Sneasler only evolve during day time while holding a Razor Claw. So, you will have to wait daytime in PRO, remind that 12 minutes in real-life is 1 hour in game and daytime start at 10am and end at 20 to be able to evolve your Hisuian Sneasel into Sneasler!
