Returning player Subway Station/Transit Issue

Hello

 

My account is from 2016 and I have all badges for first 3 regions (have not completed 4th region yet). 

 

Character name: Vexxzen

Server: Silver

 

At one point in time I had the subway station unlocked and could access the subway in each poke center. After returning to the game after a lengthy hiatus, there are now subway attendants blocking the stairs in poke centers. 

 

They redirected me to the Saffron city manager, and after speaking to him, he sent me off to talk with Yorkie on R16. Yorkie also sent me off to search for his brother, and I looked in all 5 locations (per the wiki) for him, however, he is nowhere to be found. 

 

I can buy a Subway Transport pass, as well as travel to Golden Rod city for 5k. 

 

But the normal traveling is bugged or blocked in my account for whatever reason. I know I did the Yorkie quest before, but it was years ago. 

 

I plan on fighting the Elite 4 to see if this will change anything. 

 

Any assistance on this would be appreciated! 

 

EDIT: 

 

I checked one last time since I was in Saffron city, and he was there in the poke shop. Why do I need to pay him another 50k though? This is weird as I know for sure I've already done this before. 

 

Anyways, it is resolved I guess.
