Here clear my gyarados(flying type) know fire(temper flare) and a dragon type move(dragon rage) but it is not working for the quest.

Apologies for the issue you are dealing with.

 

Since this quest was done in 2020 and Gyarados couldnt learn Temper Flare due to being a Gen9 move at this current time (Added in PvP chest around 4 months ago) the quest can still be outdated and I sincerely apologies.
