Have you tried to enter the room in the top right corner of the Bug Catching Contest Hall? Genesect resides there and after turning in a Pokemon with 140 IV to the contest judge you should have been granted access to this room. If you are unable to enter that room, could you provide me with a screenshot of any text that appears when denied entry. That would greatly help in further troubleshooting. Talked to all npcs on bcc but nothing.
