Apologies for the issue you are experiencing.

 

 

First, I would like to tell you that you are not doing Pikachu Z-Crystal quest currently, you are doing the Alolan Z-Crystals quest which is for

 

- Mimikyium Z

- Kommonium Z

- Lycanium Z

- Aloraichuim Z

 

 But here as stated by the NPC, you have to go to Celadon City to fight her sister called "Pikala" make sure to have a Pikachu in your party to be able to fight her! 

 

I highly recommend you to check this video about the Z-Crystal since there is no wiki page about that currently, here is the link of the guide
