Hi, i was trying to go to Shamouti Island but the sailor didnt bring me to the island. 

Could you please help confirm if im missing any requirement

 to access Shamouti Island you will need to have the following pre-requisites as it is an area locked behind the Legendary Bird Quest:

• Kanto Championship
• All non-legendary caught data (Pokedex number 1-143 and 147-149)
• Seen data for Moltres, Zapdos, and Articuno

If you have the requirements, speak with Sailor Sam on the dock in Vermilion City and he will take you there.

Hello, 

I see all 1-143 and 147-149 as caught data
if the pokemon in pokedex its showing pokeball symbol in it does that refer to caught data?
if yes i do have all 

PFB SS and please help am i missing anything?

have completed all 4 regions still unable to access the island

After observing the above images,

I found out that u did not have the caught data of ninetales, and I believe thats the reason ur unable to enter the shamouti island,

Shamouti Island access is gained through progression in the Legendary Birds quest and as such is locked behind the following requirements:

• Kanto Championship
• All non-legendary caught data for Kanto
• Seen data of Moltres (Victory Road Kanto 3F), Zapdos (Kanto Power Plant), and Articuno (Seafoam Island B4F)

According to our database, you currently have all of the requirements to begin the Legendary Bird quest and access Shamouti. Are you still experiencing issues?
