I think that any Legendary Pokemon should be available to any player,by a quest,an outbreak,during an event or whatever as long as all requirements are done(not all of them at the same time of course,added short-by-short no matter in which year it will be),these kind of rare quests popping one time at a specific year randomly for legs aren't healthy for the game imo,because it gives unfair advantage like you said for those who were lucky to be IG,for Normal Pokes i understand these kind of rare quests,but for Legs i don't,the goal of Legs is to be caught and used for PvP-PvE,not to be gatekeeped if i can use this term.
