Wattson is not related to Eindoak Town; he is part of the Hoenn Teleport quest.

To enter Eindoak Town, talk to Sailor Drew in Eumi Island Town to travel to Eindoak Waterway. Once you arrive at the pier, head south (through land not water), to enter Eindoak Town.

If you still cannot access it, please send a screenshot of where you are stuck so I can get a better overview of the problem.

I figured it out but I have a new problem, I am trying to start the Kyurem quest but the lady isn't there.

Hello! The Old Lady is not located there.

Kyurem - Starting

You need to go to Eindoak Town and enter House 2, where you will find the Old Lady.

Speak with her there to begin the Kyurem quest, as she is the NPC who starts the quest and will give you the initial instructions

Once you have spoken with her and started the quest, you can continue following the objectives from there.
