The same applies if the opposing Pokémon's Ability is Pickpocket, or if the items were swapped and then either the Pokémon was defeated or you fled the battle. I understand your frustration, but it's the players responsibility to take care of their items and pay attention during battles. You can’t fight a boss until the cooldown finishes, even if the game crashes, because many people will abuse it, relogging before they lose, and then the bosses will lose their function. To get Raikou and Entei, you need to use a Mysterious Ticket, obtainable by completing World Quests (there's usually one per month). The requirements for George's quest are 1. Pre-completion of the Legendary Event Move Quest; 2. Be Kanto Champion. For the Legendary Event Move quest you need one of the legendary beast However, if it doesn't allow you to continue the quest, you'll have to wait until you obtain at least two Mystery Tickets from the World Quest. Keep in mind that the Tickets can give you any of the Pokémon that belong to a trio, if you've completed their quest. If you've completed the Lake Trio quest or the Legendary Titans, even if you haven't caught one of them yet, you have a chance of obtaining any of them. Mysterious Tickets don't guarantee you'll get a specific Legendary Pokémon, as Lunala and Solgaleo can also be obtained through them.
