So was wondering is it possible to evolve pokemon like Nosepass if the location isn't around yet or is there an alternative location.

Also with Hoenn released can we now evolve eevee to Glaceon, Leafeon and Sylveon?

Many Hoenn-related evolves are still in the process of being implemented.

Nosepass in particular may be able to evolve at New Mauville - which is Hoenn's Power Plant.
