Since i beat hoenn ive notice that ill never really need to go back underwater again so im thinking treasure boxes.(This isnt my old treasure box idea for coin shop giving randomize items like choice etc.) im thinking rare candies, abandon pokes, water stones ,money etc in these underwater boxes but tell me what you think.

From my assumption, pretty sure this is or should be planned. Though we'll see I guess.

Something similar was discussed back in the days where hoenn was about be implemented, not sure if there are any changes of it but its similar to your thought.
