there are several place i guess but you can find it at goldenrod (the place with the unworking lottery and the quest to unlock the gym.. don't know how to be more specific sorry). Sleep the guard and buy to the rocket grunt.

i tried that place, i dont see seller there anymore. Same with person in slateport...

The Heal power and energy power obtainable in Slateport City only in Night (or when the Guard is sleeping)
